Julie specializes in commercial, residential, and industrial real estate acquisitions and dispositions, finance, development, limited liability companies, subdivisions, and construction, architect, and engineering contracts. She serves a roster of clients within the U.S. and abroad, representing institutional property owners, private real estate owners and operators, investors, and real estate developers. Her clients include the largest investor-owned water utility in the western United States and numerous franchise food operators and retail store owners.

Highly experienced in a variety of complex transactions, she has represented institutional investors in the acquisition of multiple properties in a single transaction; counseled public/private partnership clients in the financing and construction of utility infrastructure and solar facilities; and assisted with design-build contracts for water treatment plants and leasing agreements for more than 150 communications antenna sites.

Prior to founding Starr Finley in 1998, Julie served as a partner at Landels Ripley & Diamond, LLP in San Francisco; Porter, Wright, Morris and Arthur in Columbus, Ohio; and Cox, Castle & Nicholson in Los Angeles. She received her B.A. and J.D. from the University of California, Los Angeles. She is a member of the American Bar Association, the Real Estate Section of the California State Bar, the Colorado Bar Association, Commercial Real Estate Women, and the Commonwealth Club. Frequently requested to speak on her areas of expertise, she has lectured for the California Continuing Education of the Bar, at UC- Berkeley’s Haas School of Business, and for the California Water Association.

Julie is an ardent skier, tennis player, photographer, scuba diver, and world traveler. Her interest in sea life has taken her to Palau on more than one occasion, where she has spent considerable time hanging out on a reef, enjoying the antics of mantas, turtles, sharks and barracuda, among other friendly creatures.
