Highly experienced, Julie has the knowledge and versatility to effectively resolve any transaction—from simple lease transactions to the complex multi-property sales, air space rights, and water system infrastructure construction and easements. Her proficiency in complex transactions is well regarded, and she seamlessly integrates with her client’s larger in-house team to effectively resolve issues that require specialty expertise. Julie specializes in commercial, residential, and industrial real estate acquisitions and dispositions; finance, development, leasing and the formation of limited liability companies; as well as construction, architect, and engineering contracts.
Julie serves a roster of clients within the U.S. and abroad. Her clients have included the largest investor-owned water utility in the western United States, a large internet company, pension trusts, REITS and other commercial real estate owners, developers and managers, architects and general contractors, franchise food operators and retail store owners. Julie has represented institutional investors in the acquisition of multiple properties in a single transaction, counseled public/private partnership clients in the financing and construction of utility infrastructure and solar facilities, assisted with design-build contracts for water treatment plants and represented property owners in leasing agreements for more than 200 communications antenna sites, completed structuring of a mixed use residential, commercial and recreational land development in Guam and acted as special counsel to a residential real estate development in Palau.
Julie founded Starr Finley in 1998, and she is a member of the Real Estate Section of the California State Bar, the Colorado Bar Association and the Marin County Bar Association. She received her B.A. and J.D. from the University of California, Los Angeles.
Julie is an ardent photographer, scuba diver, tennis player and world traveler. Her interest in sea life has taken her to Palau on more than one occasion, where she has spent considerable time hanging out on a reef, enjoying the antics of mantas, turtles, sharks and barracudas, among other friendly creatures.
